Our Story
Claiborne Animal Shelter has always been more than a building—it’s a promise to care for the voiceless and vulnerable in our community.
Founded in 2008, the Claiborne County Animal Control Board, Inc. was formed as a 501(c)(3) nonprofit with one mission in mind: to build a safe haven for the abandoned, lost, and homeless animals of Claiborne County. With generous support and determination, land was secured and construction of the shelter began in 2009.
Though the facility was completed in 2010, financial hurdles delayed its opening. In 2011, the shelter was named the Glenn W. Bowling Animal Center, honoring the late county commissioner whose vision brought the project to life. That same year, the Gloria J. McPherson Spay & Neuter Clinic opened on the premises, laying the foundation for our commitment to reduce pet overpopulation.
In 2012, the shelter officially opened its doors for animal intake, and in 2013, a full-time Veterinary Technician and Shelter Manager was hired to oversee the growing operation. As the shelter continued to expand, so did our team—adding a full-time secretary in 2018 and a Director’s Assistant in 2020.
In 2017, the facility was renamed the Glenn and Ann Shumate Bowling Animal Shelter in recognition of the unwavering support and dedication of its founding family. Their legacy lives on in every adoption, every saved life, and every new beginning.
Over the years, we’ve continued to enhance the lives of our animals:

In 2018, we opened the Boyd Foundation Dog Park, providing a safe place for exercise and enrichment.

In 2021, we welcomed the Cat Cottage, complete with an outdoor enclosure for feline friends.

In 2022 and 2023, generous grants from Petco Love allowed us to improve our kennel flooring, drainage system, and build dedicated spaces for puppies and play.
Today, we care for an average of 400 animals every month, funded entirely by donations and community support. Every animal that passes through our doors is given compassion, medical care, and a second chance.
Our story is one of perseverance, compassion, and the power of community—and we’re just getting started.
