At Claiborne Animal Shelter, our dedicated team includes an Executive Director, Director’s Assistant, Animal Welfare Manager, and an Animal Control Officer.
Our approach emphasizes education and collaboration. Rather than relying solely on citations or pet seizures, our Animal Control Officer works closely with pet owners to encourage long-term, positive change. Enforcement actions are used only when necessary to ensure the safety of pets or people.
Our Animal Services team is committed to protecting public health, promoting animal welfare, and supporting our community through a variety of essential services, including:

Billy Allen
Animal Control Officer
Billy Allen serves as the Animal Control Officer for Claiborne Animal Shelter, bringing compassion, experience, and a deep commitment to animal welfare to every call he answers. With a strong belief in education over enforcement, Billy focuses on helping pet owners create lasting, positive changes for the well-being of their animals.
Rather than relying on citations or seizures, Billy works with community members to find practical, humane solutions—reserving enforcement only when necessary to protect the safety of people or pets. His calm, respectful approach has helped build trust throughout Claiborne County, making him a valued resource for both pet owners and the broader community.
From reuniting lost pets with their families to investigating animal welfare concerns, Billy approaches each situation with professionalism, care, and a genuine love for animals.

Claiborne Animal Shelter offers Lost and Found pets services for Claiborne & Hancock County. All Lost and Found pets are posted via Facebook.

Claiborne Animal Shelter is the only facility in Claiborne County permitted to house stray animals and the most likely place to find a missing feline, canine or other pet.
